I will have to make the configuration file update requently on maybe 10 minutes for it to keep reading the bans.txt file and update itself right?

Assuming that Killing Floor actually keeps reading the config file whenever it changes, on mapchanges or at other intervals, then yes. It Killing floor only reads the file when the server starts, then you are okay with only downloading the file on server restarts.
