I tried quite a few random ports, and still says Engine Error.
also, if this means anything, in console it says

WARNING: NNET_OpenSocket: bind: ***************

What does that mean? Shocked

The game I am trying to get a server running for would happen to be Counter-Strike: Source. And by changing to port, you mean in the config change it from 27000, or whatever it is to something like 27 ...

I have installed a server on my computer, using GameCreate. When I click on the start button, the server cmd window will come up. It will load for a few seconds, then give me this error: Engine Error: ...
