Looks like it's resolved. I cd'd to the root directory and then entered the full path to steam and to the install directory (after -dir), and it worked, similar to below:
/root/.../steam -command u ... |

| Also, could the problem with communication to the master servers be due to having an old version of the server? The one that worked is v1.1.2.6/Stdio, Protocol 48, while the questionable one is v1.1.2 ... |
