I have found the white list in:
C:/gamecreate/srcds/hl2/pure_server_whitelist.txt
and i have this line add to my white list
materials\particle\particle_smokegrenade1.vmt allow_from_disk

and i have kopie and paste this line:

There could be a problem with our package causing this.
You might want to white list the file until it's fixed.
