first download the hldsupdatetool.bin to your server and run it
it will uncompress a file named steam

run steam with ./steam -command update -game cstrike -dir ....

it maybe updates the updater ...

i updated my server manualy with the hldyupdatetool from the steam website..

just download it to your server and run it with the
"-dir path/to/your/install/dir"

i donīt think this would be a solution if the server is down
