i install CoD2 server and it's work fine with default config, but only thing what boders me is PunkBuster what is not started?

Any similar problems?!

you have to add this string into the startparameters

Code:
+set sv_punkbuster 1


for example

Code:
%server:port% +set dedicated 2 +set net_ip %server:ip% +set fs_homepath %server:directory%/%server:port% +set net_port %server:port% +set sv_punkbuster 1 +exec server.cfg +map_rotate


then it should work fine
