This is caused when something else is using the port you're trying to use for the game server.
Use something like TCPView ( http://technet.microsoft.com/en-us/sysinternals/bb897437.aspx ) to easily see what is using that port, and then see if you can either close that program if it's not critical, or maybe change it's port to something else.
Failing that, you can simply change the port the game server is set to run on in the server's configuration page.
