Hello, sorry if it's reply, but i dont find, and sorry of my english, i'm spanish.

I try in a Counter-Strike Source to type in console:
admin
@

but not appears the admin menu.

How is?

You'll need to add yourself to the adminlist.txt file. Apparently the in-game commands to add yourself as an admin don't work.
