Lets say i want to host 2 CS:S servers to two different people - currently as far as i see, FTP links to the main install folder, it doesent actually create a new game folder that only the user account can edit. Is there anyway on new server creation to "copy and paste" the the install file so that each user can control their own game install?

You do this with the use of subdomains.

This will mean both people will have their own install and can edit servers to their liking.

The 'copy and paste' of installs can be done using a local content server (so that transfer speeds are as fast as your LAN can provide), instead of trying to download from Australia.
