Every time I try to start up a dedicated HL2DM server it gives the error "Cannot allocate dedicated UDP port". The port it uses is free and is forwaded to that LAN IP address

Any Ideas?

Does this happen with any port you try?(forwarding etc.)

Yes, and I only try the ports I definitely know are forwarded
