Whenever I join my Counter Strike Server, it reads on connection that:

Server is enforcing consistency on model w_c4_planted.mdl



I tried to replace the file with one of my own home server files, but it wasn't effective. Any ideas?

Try to verify the files with GameCreate in the reinstall game options.

If it's still a problem try the hldsupdatetool.

Create a batch file where the hldsupdatetool is and add the following contents(if you don't have the file already)
hldsupdatetool.exe -command update -game cstrike -dir . -verify_all
