i know the files are not there but i have uploaded my own, but how do i start it

Just continue to install the software, but on the final step click 'Advanced' and then tick 'Do not physically install the software'.

This will make GameCreate assume the software is already there for you.

that is what i have done, but there is no config or nothing on the command line to start it up

There is a configuration file, there are no settings, because TeamSpeak is very different to other games/software as it provides its own configuration based on a database and is configured via its webadmin page.
