I'm having trouble figuring out how to create a user and assign him permissions to a game to modify only certain preferences.

the server is already installed, i just want to create a limited user for the server, and give him ability to modifty various things except for items that affect the server load. ie tickrate and maxserver clients.

Visit the servers permission tab, click on 'advanced' on the lower right.

Give the user Write Configuration access (not files) - then they can only edit things listed on the config tab.

Create users by visiting the /admin/CreateAccount.aspx page
