I am trying to feel my way around this program befor I move all my servers over to it but I seem to be having a problem with logging in with ftp every time I try I get this error

I am trying to log in with the account that I am logged into the web site with
I still have no luck if I use IE as a client it just keeps poping up the login popup like the password is wrong but if I use WS_FTP Pro i get that error??

As per the error message, be sure you are in PASSIVE (PASV) mode when connecting - This setting will be found on your connection options in your FTP Program.
You must not be in passive mode as per the error message you get
Double check, see if there are connection options you may be missing - its definitely not enabled as per the error.
You should be able to get it working via IE yes.
Even Windows Explorer will do this, just type ftp://ip:2121/ and it will prompt you for login details.
Authentication may time out (after 15 seconds or so of waiting) if it takes too long for the host to authenticate your login, at which case you will just be asked to login again in IE/Windows Explorer, but an FTP client (recommended) would say 'Sorry, authentication timed out'.
I suggest using WS FTP to try and getting it working first.
