i want to use gamecreate to setup games and then give people "user" accounts to servers which doesnt let people change settings (ie slots) outside
of the limit i specify.

can i do this wiht gamecreate?

Yes, GameCreate can do this.

We currently use GameCreate ourself for our Rental service ( https://secure.mammothmedia.com.au/rentals )

You can give the user a range of permission's.

One of these permissions is the ability to modify the settings on the Configuration tab of a server (give the user Write access), but not modify the player count (dont give them Write Players access).
