It says restarting all the time since 3:32 AM it hasn't change. The failure reports says every time "query failure".

I know see why Left 4 Dead 2 server isn't starting anymore.

It's 0% since yesterday.... Is there a problem?

You might have to turn the GC client off for a while until the update fails and then cancel it.

Once that's done try restarting GC and run an install/update.
