Hello.
im kind of a noob in this stuff
ill be glad if somebody can help me out.

i got my own dedicated server.

i got gamecreate working on it perfectly i managed to install games and open servers on them.

but i dont know how can i manage to give other people access only to the server i choose so they can restart configure and all the other usual stuff.

I'm still new to this myself, but I've done this by setting up a subdomain containing the servers I want to give access to, getting the other people to set up their own account, and then giving them the permissions to access the subdomain,

well i am planing to rent servers...
but using subdomains requieres to download the game again and again and again each time i open a server.....

You can use a local content server (see Download link on the left) to host the content locally on your LAN to control and vastly improve download speeds.
